Suharto died, but was he a Dictator or not?

Most of Indonesian people mourn shortly after his death but what about the trials and his crime to Indonesia?

I say he save the economic in Indonesia and usher the new order (orde baru) shorty after Suharto become a president. I only admire he overthrow Sukarno and make peace with Malaysia during the confrontation.
